Special Education and Medicaid Trainings
Co-Sponsored by Maryland Disability Law Center (MDLC) and Pro Bono Resource Center (PBRC)

Each of the below training classes offered by Maryland Disability Law Center and Pro Bono Resource Center of Maryland is free in exchange for a pro bono commitment. Specifically, for each class taken, volunteer attorneys are asked to accept at least one Special Education or Medicaid case from MDLC on a pro bono basis. Participating attorneys must be in good standing and licensed to practice law in Maryland.
Support from MDLC extends beyond the training. Volunteers are not alone once they accept a case as MDLC will provide volunteers with technical assistance. This assistance may be in the form of advice over the phone or in person if preferred, sample forms or letters and malpractice insurance coverage for legal services rendered in connection with the matter referred.

BASIC TRAINING
Special Education & Medicaid Fair Hearing
The Special Education training is 3 hour training. It is designed to introduce attorneys with little or no experience to the Special Education process. This training will start with; the laws that drive Special Education, how a child become eligible for Special Education, what to do when the school says no, how an Individualized Education Program (IEP) meeting should operate and mechanisms for resolving disputes.
The Medicaid Fair Hearing training is an hour long training. This training will walk attorneys through the Fair Hearing process, starting with the initial denial of service and ending with the Fair Hearing Process. Areas that will be introduced are; Overview of Medicaid and the Maryland Medical Assistance Program, Basic Legal Principals under Medicaid, Due Process and Administrative Fair Hearings Under Medicaid, Overview of Process for Handling Medicaid Fair Hearing Cases, Relevant Regulations, Denial Letters, Time Deadlines for Requesting Fair Hearings, The Right to Continued Benefits Pending the Hearing, The Medicaid Fair Hearing, Evidentiary Rules, Burden of Proof, Evidentiary Development, Relief and Appeals.
